On 1 January 2005, Sweden introduced further financial support for the agricultural sector in the form of a land benefit – the single farm payment scheme. The single farm payment scheme is not linked to agricultural production, and is to a large extent independent of what the farmer produces, and in what quantities. The farmer can apply for single farm payment for all agricultural lands currently in use, including both arable land and pastures. Aid for environmental protection is intended for actions to reduce the environmental load of agriculture on the environment. Each state designs a programme for environmentally-friendly production methods in agriculture and for the preservation of biological diversity in the agricultural landscape. Compensatory allowances are aimed at areas which have poorer conditions for food production (Less Favoured Areas) than other regions. In Sweden, compensatory allowances are paid to development areas in northern Sweden, parts of the forest and central regions in southern and middle Sweden and certain areas of Öland and Gotland. Sweden's agreement with the EU gives it the right to provide national aid to northern Sweden. The aid is funded completely by the Swedish state and is aimed to preserve traditional agricultural production especially suited to climatic conditions in northern Sweden. The aim of the aid is also to improve the structure of production, turnover and processing of agricultural products and to ensure that the environment and natural values are protected and preserved.
