Good basic services are a requirement to be able to give people good prospects to live and work in the region. The basic services today considered everyman's right are largely financed by taxes. Access to primary healthcare, childcare and basic schooling are to be found in most major communities. There are upper secondary schools in most municipalities, even if they do not all offer a full range of educational programmes. Basic services also include elderly care and care for the disabled in the form of home help services, care and mobility services.
